Full Description

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT. The Government intends to contract with Mr. John Nassif on an other than full and open competition in accordance with statutory authority Title 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 (a) (2) (ii). Only one responsible source and no other supplier will satisfy agency requirements. Under this contract, Mr. Nassif will provide system integration support, and expert advice to the USDA Farm Services Agency, Farm Loan Program to ensure continuous, uninterrupted system support until the system integration is completed. FSA/Farm Loan Programs needs the expertise and skills which can be provided by Mr. Nassif to complete the development, design and implementation of the loan servicing portion of the Farm Loan Program Information Delivery System (FLPIDS). FLP has an $18 billion portfolio which provides credit to farmers and ranchers who cannot get credit from other sources. The FLPIDS loan servicing segment is essential to the collection and oversight of these loans. The USDA believes that Mr. Nassif's experience in working on the development, design and implementation of all FLP automation for over 12 years, and his institutional knowledge, make him uniquely qualified to complete the required services. The services are a continuation of services provided by Mr. Nassif and are needed to complete an on-going project for the next year. This notice is not a request for competitive proposals. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any comments must be submitted via email to Ms. Renea Morton at Renea.Morton@wdc.usda.gov. No solicitation document is available and telephone requests will not be honored. This contract is necessary to meet mission requirements. Telephone calls concerning this requirement will not be honored.
