NASA/LaRC has a requirement for technical expertise related to preparation,installation, operation and data interpretation of fiber optic strain gages withwavelength-dependent fiber-bragg gratings.NASA/LaRC intends to purchase the requirement from Micron Optics, Inc. Micron Optics isthe manufacturer and the only vendor with experience reconfiguring their systems fordynamic events and extensive knowledge of the sensors, their behavior and interpretation.It would take substantial duplication of resources and time for another source to providea similar service, and this additional expense is not expected to be recovered throughcompetition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12:00 p.m. local timeon 11/30/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis.
