The contract announces the final performance decision resulting from an A-76 streamlined competition study conducted by the Department of Health and Human Services Program Support Center, focused on the FMS/DFO Customer Service Staff. The study began with a public announcement on September 25, 2007, and concluded with a certified performance decision on December 19, 2007. The evaluation, conducted under guidelines set forth by the OMB Circular A-76, aimed to identify the most cost-effective and efficient approach to conducting commercial functions. The outcome determined that the existing government organization would retain responsibility for these functions, maintaining the work in-house rather than outsourcing. The study encompassed 7.3 full-time equivalent federal employees based in Rockville, Maryland. Following the decision, a Letter of Obligation is to be executed between the Contracting Officer and the official managing the Customer Service Staff functions. This streamlined competition process, as revised in May 2003, ensures public availability of the certified study upon request, with no avenue for contesting the competition aspects. Key contacts supporting this effort include Anne F. Hunt and Creighton Glantz, the Director of PSC Competitive Sourcing, who can provide additional information regarding the contract and its implementation. The study reflects the government’s ongoing commitment to enhancing productivity and cost-efficiency in operations.

The study period was September 25, 2007 (Public Announcement Date), through December 19, 2007 (Certified Performance Decision Date), FBO Reference Number A-76HHSPSCFMSDFOCUSTOMERSERVICESTAFF.
