The Fleet Industrial Supply Center (FISC) in Norfolk, VA, is planning to negotiate five regional contracts to secure non-personal Husbanding Services across South America, Mexico, Panama, Central America (excluding Mexico and Panama), and the Caribbean. These contracts will be awarded through full and open competition, with solicitations issued as Requests for Proposals (RFP) or Requests for Quotations (RFQ) under multiple solicitation numbers. The acquisition will comply with FAR Parts 12, 13, and 15, and the applicable NAICS code is 488310 with a size standard of $25.5 million. The services fall under the Federal Supply Code R706, and potential offerors must download solicitation documents electronically, as no hard copies will be provided. Offerors must self-certify that neither they nor their key corporate officials are suspended, debarred, or otherwise ineligible for federal contracts. Additionally, vendors, particularly foreign entities performing work outside the United States, must be registered in the Central Contractor Registration (CCR) database prior to award, as lack of registration will disqualify the bid. Draft solicitations are already posted online with the official versions to follow. This effort seeks to establish reliable regional Husbanding Services to support naval operations within the specified geographic areas, ensuring compliance with relevant federal acquisition regulations and registration requirements.
