The 42nd Contracting Squadron at Maxwell Air Force Base plans to award a sole source, firm-fixed price contract to Olympic Arms for a specialized M16 training weapon. This weapon features specific modifications including an A2 forged receiver with black hard anodizing, an A2 buttstock, a 20-inch heavy barrel, and components finished in cobalt blue. To ensure safety and non-functionality, the barrel is drilled with a .212 size hole and lacks a chamber, the bolt carrier does not accept a standard bolt, the lower receiver does not have a hammer and is extensively altered to prevent standard operation, and the trigger hole is displaced, making it nearly impossible to function as a normal lower receiver. The contract is awarded under the authority of 10 U.S.C. 2304(c)(1), citing that Olympic Arms is the only responsible source capable of fulfilling the agency’s requirements. The solicitation, categorized under NAICS code 332994, invites other interested vendors to respond by September 26, 2005, at 2:00 PM; if no responses are received, the contract will proceed with Olympic Arms. Point of contact for the procurement is William P. Griffiths, with additional support provided by Kevin E. Merchant, both contract specialists at Maxwell AFB. The purchase facilitates specialized training needs for the Department of Defense.
