Design Basis Threat and Target Sets (DBT)The U.S. Nuclear Regulatory Commission (NRC) intends to award a non-competitive, firm-fixed-price contract to the City of Chattanooga, Tennessee Police Department for the development and delivery of specialized security training centered on the Design Basis Threat (DBT) and target sets, as defined in 10 CFR 73.1. This acquisition is justified under FAR 6.103-1 due to the unique and exclusive capabilities of the Chattanooga Police Department, which is the only known source capable of fulfilling the requirement for a fully operational firearms and explosives training facility located within twenty miles of the NRC Technical Training Center in Chattanooga. The contract’s performance period spans five years, from September 1, 2026, through August 31, 2031, and requires the contractor to provide certified law enforcement and bomb technician instructors who will deliver comprehensive, hands-on training to NRC inspectors on adversary tactics, weapon systems, explosive breaching techniques, and integrated response protocols for licensed nuclear facilities. The training must cover all five DBT attack modes—external assault, internal threat, land and waterborne vehicle bombs, and cyber attack—alongside practical demonstrations of blast effects, stand-off distances, barrier defeat methodologies, and firearm handling up to .50 caliber, using explosives equivalent to ten pounds of TNT. The contractor is responsible for maintaining a secure, NRC-approved Safeguards Information (SGI) classroom equipped with Safeguards LAN and Electronic Safe (SLES) access, as well as providing all necessary equipment including firearms, ammunition, explosives, boosters, blasting caps, barrier materials, and training aids. All instruction must occur in proximity to the NRC TTC to support live-fire demonstrations and ensure compliance with classified information handling protocols. The curriculum, which may be revised at the NRC’s discretion, integrates theoretical instruction with practical exercises to enable inspectors to evaluate the resilience of licensee security programs against realistic threat scenarios. The contract is not open for competitive bidding, but interested parties may submit a written statement of capabilities by July 25, 2026, to demonstrate their ability to meet the specialized requirements, provided they are free from organizational conflicts of interest under NRCAR Subpart 2009.5. The sole point of contact for submissions is Desiree England, Contract Specialist, and all work must be performed at the specified location in Chattanooga, Tennessee, with no alternative delivery or performance options permitted.
