AI Contract Overview

The Department of Veterans Affairs, National Acquisition Center, plans to award a short-term "bridge" contract to McKesson Medical-Surgical, located in Golden Valley, Minnesota, to continue supporting direct-to-patient distribution of certain over-the-counter medical and surgical supplies. This contract will maintain the current service specifications without changes and includes a base period of six months with two additional option periods of three months each, ensuring uninterrupted service while a competitive procurement process is initiated. The critical nature of these services and the incumbent’s capability to meet the requirements promptly and efficiently within a compressed timeframe make sole source award to McKesson necessary, as other contractors lack the readiness and experience to mobilize quickly. This award, due by August 29, 2013, will not be competitively solicited, but the Department of Veterans Affairs will consider capability statements submitted by that date. These statements are primarily for assessing the need for competitive procurement but do not guarantee competition. No solicitation or request for proposals will be issued, and no phone inquiries will be entertained. The point of contact for this acquisition is Evelyn Halliburton-Shannon, reachable via email. This arrangement ensures a seamless continuation of essential supply distribution services to veterans while a full competitive contract award is pursued.

1. The Department of Veterans Affairs, National Acquisition Center, intends to award as new short-term "bridge" contract with the incumbent contractor, this award will be made to McKesson Medical - Surgical, 8121 10th Avenue North, Golden Valley, MN. 55427. McKesson Medical - Surgical for supporting services of direct -to-patient distribution of certain OTC medical/surgical supplies. There will be no change to the existing specifications or service requirements and the base term of the contract will expire 08/29/2012 a period of performance of one base period of six (6) months with two (2) option periods, three (3) months each option period. This will provide for continuation of current services while the requirement is solicited and awarded on a competitive basis. Continuation of critical services requires that this contract be awarded no later than August 29, 2013. Due to the compressed timeframe, it is neither practical nor possible to compete this short-term contract and still provide uninterrupted services. The incumbent is currently performing the work satisfactorily, has a working knowledge of the day-to-day requirements, has inventory to satisfy those requirements as well as the required infrastructure to process these requirements timely. Other contractors could not mobilize quickly enough and do not have the experience needed to provide services seamlessly on such short notice and at a fair and reasonable price. 2. This Notice of Intent is to award a sole source contract and is not a request for competitive proposals. However, the Department of Veterans Affairs will consider any capability statements received by 12 pm CT on Friday, August 29, 2013. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. There is no solicitation document. No Request for Proposals will be available for competitive proposals. Phone calls will not be accepted. The point of contact for this action is, Evelyn Halliburton-Shannon whom can be reached at contact@example.gov.
