Program Evaluation Services for the Local Community Benefits Fund
Solicitation # 2026-040
Solicitation 2026-040, issued by the Community Investments Office of the Air District, seeks a contractor to provide program evaluation services for 28 Round 1 grantees of the Local Community Benefits Fund. The project is designed to support the Air District's mission of improving air quality, reducing environmental inequities, and mitigating climate change across nine Bay Area counties. The contract has an established budget of 1,500,000 dollars and an anticipated duration of up to six years. Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

Museum Collection Emergency Operations Plan Focusing on Climate Change, MWRO The purpose of this Amendment (0002) is to provide answers to questions asked thus far. Q1: Would like to clarify that the Climate Change Vulnerability Assessment is going to be a part of the MCEOP, an Appendix, for example. The MCEOP procedure already determines "the most likely natural hazards a project (facility) may confront" and "general natural hazards that may pose a risk to facilities'' (STOP 1 & 2 from the Accessing Climate Change and Natural Hazards Level 3 Handbook), so would the Climate Change Vulnerability Assessment only repeat this information and elaborate on how those hazards may be exaggerated in the future? A1: Yes, something similar to an appendix would be produced to examine those hazards more in-depth. Q2: Has a an NPS Handbook been created to address non-coastal climate change hazards in relation to climate change? A2: No, a handbook has not been created by the NPS that we are aware of to address non-coastal climate change hazards. End of questions. All other terms and conditions remain unchanged. Reminder to monitor the solicitation posting for any amendments posted duringthe solicitation period. All amendments must be acknowledged by the quote due date and time.
