The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate a sole source, five-year contract with Battistello Consulting of Elkridge, Maryland, to provide Facilities Management and Consultant Services. This contract aims to leverage Battistello's expertise in managing ongoing and upcoming space, construction, and renovation projects critical to NHLBI’s Division of Intramural Research (DIR). Battistello Consulting currently oversees approximately 24 to 26 projects valued at over $14 million and covering around 100,000 square feet, and their continued involvement is deemed essential for timely project completion. The consultant will serve as a key liaison, providing expert advice and recommendations to NHLBI leadership on space-related issues, ensuring coordination among scientists, project officers, and NIH facilities management. Due to Battistello Consulting's extensive knowledge and direct experience with NHLBI’s research facilities and the intricate planning and negotiation phases of these projects, a change in Facilities Manager at this stage would significantly risk the success of the initiatives. Although this notice does not request proposals or a competitive solicitation, interested parties may submit their capabilities within ten calendar days, which the government may consider only in determining whether to compete the contract in the future. The contract falls under NAICS code 541611, with a small business threshold of $6.5 million in average annual receipts. The designated points of contact for this acquisition are Contract Specialists Sharon L. Cummings and Kathleen J. Marsden.
