The Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland intends to issue a sole-source commercial FAR Part 12 contract with CACI, Inc. 1500 N. Beauregard Street, Suite 210, Alexandria, VA 22311-1715 for program management and technical services supporting the Chief of Naval Air Forces (CNAF), and NAVAIRSYSCOM Naval Aviation Readiness Integrated Improvement Program (NAVRIIP) in meeting the objectives of the Naval Aviation Enterprise (NAE), including Enterprise Cost Management (ECM). This contract will ensure the ability of CNAF to understand true cost drivers, measure output, and drive cost savings to the bottom line, as well as to retain readiness levels. This effort is a continuation of effort that has been performed by CACI and their subcontractor, The Thomas Group (TGI), for the past four years. This effort will be utilizing proprietary process improvement methodology to support the CNAF Cost-Wise Readiness initiatives, which are critical to achieving cost reduction goals established by CNO. No other company has the technical knowledge, experience, expertise, and access to the proprietary processes and data required to meet the contract requirements within the required timeframe in order to ensure there is no break in service. This effort will involve a base year effort with two, one-year options. This requirement will be procured in accordance with FAR 6.302-1(a)(2)(iii); the continued provision of highly specialized services deemed available only from the original source, when the award to any other source would likely result in a substantial duplication of cost and/or unacceptable delays in fulfilling the Government's requirements.

This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years.
