The U.S. Securities and Exchange Commission (SEC) plans to award a sole source, firm fixed-price contract to the Securities Information Center (SIC), a division of Thomson Financial, Inc., for the operation of the Lost and Stolen Securities Program. This program aims to curb the trafficking of illicit securities by providing brokers, dealers, and federally-insured banks with information on missing, lost, stolen, and counterfeit securities through a computerized system that manages all related data. The contract will have a base period of one year from the award date, with the potential for four additional option years. The SEC is proceeding under FAR 6.302-1, citing SIC's unique qualifications, including proprietary knowledge of the technology and databases, specialized expertise in securities markets, and significant financial capability necessary to perform the service. This notice serves as an intent to award a sole source contract and not as a solicitation. Although interested parties may submit capability statements and qualifications, these submissions will only be reviewed to determine the feasibility of future competitive procurements, if any. The SEC has identified SIC as the only current operator equipped to fulfill the contract requirements, and no solicitation will be issued for this acquisition. The contract falls under NAICS code 523999, with both office and contract management based in Washington, DC. The points of contact for this requirement are identified for further communication regarding contract matters.

The U.S. Securities and Exchange Commission (SEC) intends to award a sole source firm fixed-price contract to the Securities Information Center (SIC), an operating division of Thomson Financial, Inc. This sole source contract is for operation of the Lost and Stolen Securities Program (Program). The purpose of the Program is to reduce the trafficking in illicit securities by making available to brokers, dealers, and federally-insured banks, among others, information that identifies missing, lost, stolen, and counterfeit securities. The contract will be for a computerized system that receives, processes, and disseminates all information relating to the Program. The period of performance shall be one year from date of award with four option years. The SEC intends to solicit and negotiate with only one source under authority of FAR 6.302-1. SIC is the only known firm currently mobilized to operate the program due to: (1) important knowledge of the technology and the databases used in this Program; (2) necessary expertise in the securities markets; and (3) access to substantial financial resources to guarantee the service. Interested organizations may submit their capability statements and qualifications for the provision of this requirement, which may or may not be considered by the SEC. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurements. This is a Notice of Intent, not a solicitation. No solicitation will be issued for this sole source requirement and no other information will be provided.
