Solicitation # 27-324630-DELHI-SL
Global Affairs Canada is seeking an experienced Foreign Direct Investment lead generation and matchmaking service provider to support the Canada Investment Roadshow to India from February 8 to 12, 2027. The selected contractor will operate in New Delhi, Bengaluru, and Mumbai to identify and recruit high-potential India-headquartered companies interested in expanding into Canada. The project focuses on four priority sectors: Information and Communication Technologies, Life Sciences and Pharma, Aerospace and Defense, and Clean Technologies. The primary objective is to organize business-to-business matchmaking meetings, with a requirement of at least three qualified meetings per participating Canadian Economic Development Organization. Up to three contracts may be awarded based on a weighted evaluation of technical criteria (70 percent) and pricing (30 percent), with a minimum technical score of 42 out of 80 points required for financial consideration. The period of performance extends from the contract award date until March 10, 2027. Payments are structured as a firm price in Indian Rupees, distributed in three installments: 30 percent by November 6, 2026, 40 percent by January 29, 2027, and the final 30 percent by March 10, 2027. Undisputed invoices are paid within 30 days, though a 15 percent withholding tax applies to non-residents without a valid waiver. Contractors must maintain strict confidentiality regarding all project information and adhere to Canada's Code of Conduct for Procurement. The evaluation process emphasizes the provider's depth of experience in lead generation, the quality of their matchmaking methodology, and their ability to provide on-site coordination and logistics support across the three target cities.
