Army Contracting Command - Warren plans to award a one-year contract to URS Federal Support Services, Inc. for supply chain management services related to the Family of Medium Tactical Vehicles at Red River Army Depot. The contract includes a six-month base period with a six-month option and is structured as a combination of Firm Fixed Price and Cost No Fee. This sole-source contract serves as a bridge to ensure uninterrupted support after the expiration of the previous task order and before the award of a new competitive task order under the TACOM Strategic Service Solutions contract anticipated in Fiscal Year 2016. The contract is justified under the statutory authority allowing non-competitive awards when only one responsible source can provide the required services without causing unacceptable delays. Specifically, the follow-on services are highly specialized and must be awarded to the original source to maintain continuity. The solicitation was posted in July 2015, and the key contacts for this contract include the contract specialist Anthony Giacchina and contracting officer Timothy Nichols at the Detroit Arsenal. This arrangement ensures that vital supply chain management services continue without disruption during the transition to a new competitive contract vehicle.
