The U.S. Army's Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), under the Project Manager for Combined Arms Tactical Trainer, is set to award an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to Kaegan Corporation to continue management and technical support services for the Close Combat Tactical Trainer (CCTT) Post Production Software Support (PPSS). This continuation contract covers the period from June 1, 2010, to September 30, 2010, with an estimated value of $2.2 million. The contract is being awarded without full competition under federal acquisition regulations because only Kaegan Corporation is deemed capable of satisfying the government's requirements at this time, and not continuing these services would result in serious harm to the government’s interests. While this notice is not a request for competitive proposals, other responsible sources are invited to submit capability statements or proposals by April 22, 2010, with clear evidence that competition would benefit the government. The decision to compete or not remains solely at the government's discretion. The continuation effort overlaps with the ongoing competition and award process for Non-personal Technical Support Services for Post Deployment Support Services. Key contacts for this procurement include Baley Conover, the contract specialist, and Dr. Maria Bauer, the project director, both based in Orlando, Florida.
