The Office of Intelligence and Analysis (OIA) of the Department of Homeland Security (DHS) has a significant and continuing need for services to support the execution of their mission - to lead and support the Department and its components, including federal, state, local, territorial, and the private sector, in securing the homeland, defending our citizenry, and protecting our critical infrastructure. It is the intent of DHS that the provision of all such services, with the exception of Information Technology, will be acquired and managed through an umbrella program with the name of OMNIBUS. The purpose of the OMNIBUS program is to provide effective, world-class services in support of achieving the OIA mission objectives while efficiently maximizing the use of competition and meeting the socio-economic procurement goals and objectives of DHS. The DHS, Office of Procurement Operations (OPO), invites interested vendors to respond to this notice to 1) identify their interest in participating in the planned procurement, and 2) to provide feedback/comments on the attached Concept of Operations (CONOPS) that describes aspects of the OMNIBUS program. It is important to note that vendor responses are solely for the purpose of market research and neither constitute pre-competition, nor will they be evaluated in any way. Likewise, the CONOPS neither represents an official Acquisition Plan nor does it commit the government to any course of action in the future. Responses identifying an interest in participating in the procurement will serve to assist DHS in determining the feasibility of its plans with respect to achieving its socio-economic procurement goals and objectives, and to gauge the extent of interest. Vendor responses of interest should provide the following information for each of the four categories described in the CONOPS for which they might respond: OMNIBUS Category Company Name/Division Applicable NAICS code Socio-economic status Single point-of-contact name, title, telephone, and email address Size and complexity of current or prior similar efforts Types of federal and commercial organizations supported. DHS considers the responses it may receive with respect to feedback and comments on the CONOPS to be a valuable and critical component of its Market Research and will carefully consider all inputs provided. In turn, vendor responses concerning the CONOPS should be considered industry's opportunity to participate in helping the government shape the OMNIBUS program. DHS appreciates that providing such input could be construed as having the potential to impact a vendor?s competitive advantage, were such input to be identified by its source; and thus assures potential respondents that the government will not identify the source of any information received. Further, the government instructs respondents to specifically mark any part of their response that they consider to be proprietary in nature. Vendors are invited to address any area of the CONOPS, but the government is particularly interested in feedback and comments in these areas: Applicable industry best practices, both in the private as well as the public sectors The categorization by contractor skill and experience sets of the functional areas served The use of multiple awards in each category and ongoing competition at the task level Contract types Socio-economic considerations The use of sequential evaluation and selection for each category and the resulting reduced area of consideration for each successive category Performance-based considerations DHS will only give consideration to submissions in response to this notice that are in the form of Microsoft Word 2003 documents attached to emails received no later than 2:00 PM, March 21, 2008, addressed to Paul Attorri, Contracting Officer, at the following email address: Paul.Attorri@dhs.gov.
