The contract aims to enhance the institutional capacity and performance of the Palestinian Authority’s Ministry of Health (MoH), selected non-governmental organizations, UNRWA, and eligible educational and professional institutions to establish a functional and democratic Palestinian health sector. By supporting the PA’s reform and development agenda, the project aligns with priorities from the MoH’s National Strategic Health Plan/Medium Term Development Plan for 2008-2010. It focuses on three core objectives: promoting health sector reform and improving management practices, enhancing the quality of clinical and community-based health services, and providing medical and humanitarian assistance commodities. The technical priorities targeted include maternal and child health, injury prevention, chronic diseases, rehabilitation and emergency care, as well as promoting household hygiene and sanitation. Implementation will be guided by tailored institutional development work plans based on thorough needs assessments, aiming for measurable and sustainable outcomes. Activities will primarily be carried out in the West Bank, with more limited efforts in Gaza and East Jerusalem. The contract, issued by USAID West Bank Gaza, is planned as a cost-plus-fixed-fee award, spanning five years starting around August 2008, with a funding range of $57-$60 million. The project supports the broader goal of building a responsive health system capable of meeting the population’s priority public health needs in a challenging regional context.
