The Department of Energy plans to enter into a sole source contract with Platts/McGraw-Hill Companies, Inc. to provide electronic newsletter subscription services, specifically for the Gas Daily Basic Service and Megawatt Daily Basic Service. These newsletters will be accessible to 44 authorized DOE users, and Platts/McGraw-Hill Companies, Inc. holds exclusive publishing rights under copyright for these electronic publications. The contract is expected to be a firm fixed price agreement covering the period from April 2015 to April 2016, with procurement procedures following FAR Part 12 for commercial item acquisition and FAR Part 13 for simplified acquisitions. The relevant NAICS code for the contract is 511210, with a business size standard of 500 employees. This notice serves as a formal intent to award rather than a solicitation, with no telephone inquiries accepted. Interested parties must submit written responses by March 30, 2015, at 3:30 pm EST, providing clear evidence of capability, advantages for both the vendor and the government, and proof of a license agreement from Platts/McGraw-Hill granting the right to distribute the copyrighted publications. Responses may influence DOE’s decision on whether to pursue competitive procurement instead of proceeding with the sole source award, but the discretion for such a determination resides solely with the DOE.
