The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or service will satisfy agency requirements. The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with the Upper Mississippi River Basin Association (UMBRA), Saint Paul, Minnesota 55102. This contract is for staff services from the Upper Mississippi River Basin Association (UMRBA), to provide overall coordination for the development, editing, and publishing the 2010 Environmental Management Program (EMP) Report to Congress (RTC) and a related companion document titled Implementation Issues Assessment (IIA).The NAICS code for this procurement is 924110 which is the Administration of Air and Water Resource and Solid Waste Management Programs were small business size standards are not established because it is a Public Administration Sector.
