R -- Perform short term policy assessments and studies

The Department of Health and Human Services (DHHS), Assistant Secretary for Planning and Evaluation, is seeking contractors through a competitive process to provide task order contracts in two main areas: "Children, Youth and Their Families" and "Health and Human Services Data Policy, Analysis of National Data, Data Base Construction, Technical Assistance." The government may award contracts to one or multiple offerors for each subject area, with potential task orders including policy or program assessments, evaluation feasibility or design studies, synthesis of evaluations, and data analytic studies. The initial contract period is one year, with the possibility of four additional option years. The request for proposals (RFP) is expected to be issued about fifteen days after the presolicitation announcement, with proposals due 30 days post-issuance. The solicitation will likely be available online on the DHHS website within five business days of issuance, but interested parties are advised to request paper copies directly to ensure receipt. There will be no bidder’s conference, and all questions regarding the RFP must be submitted in writing within approximately 10 calendar days after the RFP is released.
