This cost-reimbursement contract, awarded by the Department of Defense via the USA Deputy Tobyhanna, provides essential engineering services, technical data, and training to establish Organic Depot Activation repair capabilities. The scope of work specifically focuses on the AN/APX-124 Mode S/5 Identification Friend or Foe Transponder System located at the Tobyhanna Army Depot in Pennsylvania. Due to the unique capabilities required and the lack of alternative sources capable of satisfying agency requirements, this action was executed using non-competitive procedures. A cost-reimbursement structure was utilized instead of a fixed-price agreement because the inherent uncertainties of the performance period prevented accurate cost estimation. The award is categorized under NAICS code 541330 for engineering services.
