1. Description of Requirement
The U.S. Fish and Wildlife Service (USFWS) intends to award a firm¿fixed price, sole¿source contract for real estate appraisal of 637.2 acres of timberland located about six miles east of the City of Long Beach, within Pacific County, Washington. Although other appraisers exist in the market, engaging a different vendor would require re¿performing extensive inspections, research, and analysis¿duplicating government costs already incurred during 2025. Additionally, selecting another appraiser would increase the likelihood of inconsistent or non¿defensible valuation conclusions, introducing risk to the reliability of the appraisal and USFWS¿s ability to justify just compensation under federal acquisition standards.
As a result, S H & H Valuation and Consulting is determined to be the sole responsible source with the requisite qualifications, regional expertise, and capacity to fulfill this requirement without unnecessary cost duplication or mission¿impacting delays.
4. No Solicitation Will Be Posted
This Notice is not a solicitation, and no solicitation package will be issued. However, interested parties may submit a capability statement demonstrating their ability to meet all requirements listed in this notice.
Responses that do not clearly demonstrate the ability to meet every requirement will not be considered.
5. Response Instructions
