The contract involves a sole source procurement for security guard services from the Vernon Parish Sheriff Department in Leesville, LA, under the authority of FAR 13.500, utilizing Simplified Acquisition Procedures. The Government plans to acquire a commercial item per FAR Part 12, with a maximum contract value of $500,000 over five years, capped at $100,000 annually and requiring up to 1,200 hours of guard support per year. These services are necessary to support ongoing high-explosive field testing conducted by the Geotechnical and Structures Laboratory and the Impact Explosion and Effects Branch at Fort Polk, LA, where armed and overnight security is essential due to the presence of explosives. The Vernon Parish Sheriff Department is the only local law enforcement entity able to meet these requirements, making their involvement indispensable for the continuity of the research. Due to the variable nature of the project schedule, specific dates for security services cannot be predetermined and will instead be coordinated on an as-needed basis with Mr. Ronnie Hagan from the Vernon Parish Sheriff Department. The solicitation is open for quotes until November 10, 2010, with interested parties directed to submit their quotes referencing the solicitation number to the designated government contact. This arrangement ensures specialized and reliable security coverage critical for the safety and success of military research activities at the designated test ranges.
