The contract award decision was based primarily on price and technical capability, with a total of 24 out of 27 prospective vendors submitting successful proposals. Three vendors were deemed non-responsive for failing to submit proposals on the amendment. Each vendor was evaluated and ranked based on auditing capabilities, past performance—particularly emphasizing Federal Government contracts—and overall technical strength. Only the top seven vendors from this technical ranking were considered for the award. These top vendors varied in price from approximately $99,653 to $158,100 and had corresponding technical rankings. Ultimately, the award was made to Regis & Associates, whose proposal offered the best overall value to the government by balancing technical ranking and price. Despite Regis & Associates being second in technical ranking, their price of $99,653.88, combined with strong technical merit, made them the best choice compared to higher-priced competitors with higher or similar technical rankings. The solicitation was issued by the Social Security Administration’s Office of Acquisition Grants for Representative Payee Audits under solicitation number SSA-RFQ-04-0618A, and the contracting officer overseeing this procurement was Rickie J Bowens from SSA Region IV.

Price and Technical Capability were the governing factors in making this award. Twenty-four out of twenty seven prospective vendors submitted successful proposals. Three of the prospective vendors were considered non-responsive for not submitting a proposal on the amendment. Each prospective vendor was technically ranked based on his/her firm's auditing capabilities and past performance, and past performances of Federal, State, Local and Public contracts, with greater emphases or merits given to Federal Government contracts. Only the top seven strongest technical prospective vendors at that stage of the evaluation were considered for possible award. Award was made to the vendor whose proposal represented the best overall value (Technical ranking + Price) to the Government. The top seven vendors were as follows based on overall value to the Government: Vendor/Price/Technical Ranking - The NCT Group $108,760.00 1st, Regis & Associates $99,653.88 2nd, Dexter Redding $114,400.00 3rd, Bwendolyn K. Turner $128,623.70 4th, Haynes & Associates $158,100.00 5th, Abrams/F/N/Wms $110,625.00 6th, AFR & Associates $115,500.00 7th. Award is to Regis & Associates for best overall value (Technical Ranking + Price) to the Government. Thanks to all for your interest in the SSA procurement program.
