AI Contract Overview

The Department of Health and Human Services (DHHS) plans to negotiate a one-year contract extension with Dr. Alan H. Kvanli on a sole source basis, leveraging FAR 6.302.1 authority. This extension aims to continue providing statistical advisory and assistance services to the DHHS Office of Inspector General, specifically within the Office of Audit Services. The contract modification centers on completing a software program designed to appraise data from sampling methods used by the Office of Audit Services, as well as independently validating and verifying additional data appraisal programs already in use. The government views granting this extension to any other entity as inappropriate given the specialized and nearly completed status of the current program. Although the extension is sole source, interested organizations capable of performing the required work are invited to submit capability statements within 45 days to demonstrate their qualifications. No formal solicitation document will be issued for this action, and any future contract procurements related to this work would be competed. This effort supports ongoing technical assistance critical to the integrity and accuracy of audit data appraisal tools within DHHS OIG’s audit functions.

Full Description

The Department of Health and Human Services (DHHS) intends to negotiate a contract modification with Dr. Alan H. Kvanli, 3837 Hunters Trail, Carrollton, TX 75007 on a sole source basis under the authority of FAR 6.302.1. The purpose of this modification would be to extend the current contract for one year to provide statistical advisory and assistance services to the DHHS, Office of Inspector General (OIG), Office of Audit Services (OAS). Any subsequent award would be procured on a competitive basis. Technical assistance is needed to complete the development of a computer software program for appraisal of data from sampling designs used by the OAS and to independently validate and verify additional programs used by OAS for data appraisal. The government believes award to any other entity would be inappropriate because this program is substantially completed. Any organization capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirement as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See Note 22.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
