The General Services Administration (GSA) is seeking firms to participate in a competition to manage, operate and maintain the International Trade Center (ITC). The International Trade Center (ITC), at the Ronald Reagan Building and International Trade Center, is located at 1300 Pennsylvania Avenue, NW, Washington, DC 20004. The ITC was created to facilitate and support a Federal Trade Program to enhance the exchange of American goods and services in the international marketplace. The ITC is intended to bring together the resources of the U.S. Government, in partnership with state and local entities, regional organizations, trade associations, world trade centers, representatives of foreign governments, and the private sector to assist American companies to compete successfully in the international marketplace. GSA announces an opportunity to contract for the comprehensive management of the primarily private-sector components of the Ronald Reagan Building and International Trade Center. The Trade Center Manager (TCM) will be responsible for a unique and diverse collection of functional areas that may be managed by a single entity to effectively deliver this legislatively mandated program. The TCM responsibilities include but are not limited to: international trade promotion; management services; event sales, production and management; conference center management; event set-up/tear down services; food and beverage catering; property management (office, retail and food court); parking garage management; leasing services (office and retail); lease administration; activation services; project coordination and construction management; legal support services; security coordination services; business center services; fitness center management; inventory stewardship and records management services; telecommunications/network management; and information technology services. The TCM must effectively integrate the delivery of all these services for the ITC to effectively provide for its mandate. The awarded contract is anticipated to be a ten (10) year performance based incentive contract. The contract will also include elements of revenue generation by the selected contractor to be paid to the Government to maintain the self sufficiency of the International Trade Center, as required by the Congressional legislation. This solicitation will be full and open. GSA is anticipating issuing solicitation GS-11P-08-YAC-0012 electronically only, on or about January 3, 2008.
