AI Contract Overview
Whitpain Township is soliciting sealed bids for the 2026 Milling and Paving of Various Township Roads under Contract Number 2026-001. The scope of work includes milling 22,628 square yards at a depth of 1½ inches, placing approximately 2,040 tons of compacted asphalt wearing course, and applying pavement markings including double yellow and single white lines as well as crosswalks, stop bars, arrows, and legends. In addition to the base bid, unit price add alternates cover additional milling at deeper depths and base repairs with specific asphalt mixtures, to be performed as needed and directed. Proposals must be submitted electronically via the PennBid Bonfire platform by 10:00 AM on July 27, 2026, with a mandatory pre-bid meeting held on July 7 at the Township Public Works Building. Bidders are required to provide bid guaranties, performance bonds, labor and material bonds equaling 100% of the contract, and a maintenance bond reflecting 25% of the contract value. Compliance with minimum wage laws, non-discrimination policies, and the Responsible Contractor Ordinance—including subcontractor requirements—is strictly emphasized. The contracting process is overseen by the Township Manager, Eric Traub, who serves as the primary point of contact. The contract incorporates local requirements rather than federal FAR clauses, reflecting a municipally governed procurement framework. Pricing details and award basis are not explicitly defined; the Township reserves the right to reject any or all bids or waive informalities in its discretion. Special contractual provisions include mandatory submission of a non-collusion affidavit, employment verification via E-Verify, and insurance requirements covering workers’ compensation and general liability. Delivery of materials and completed work is to be made to the Township's designated locations with all warranties intact. Bidders must conform to the specified proposal formats and submit all required documentation, including certifications of responsible contractor status and employment verification, by stated deadlines. The contract emphasizes adherence to professional standards and legal compliance throughout performance, with ownership of work products and intellectual property rights residing with the Township upon completion.
