AI Contract Overview
The Department of Veterans Affairs, through its Veterans Experience Office, has issued a Request for Information (RFI) under solicitation number 36C10X26Q0194 to identify qualified vendors capable of supporting the VEO Community Challenge Award initiative. This RFI, classified under NAICS code 541613, is not a solicitation for proposals or a binding contract but serves solely for market research and acquisition planning purposes in accordance with FAR 15.201(e). Respondents are requested to provide company details including legal name, CAGE/DUNS number registered in SAM or VetBiz.gov, point of contact information, and socio-economic category, along with a brief description of their technical approach to meeting the requirements and their proposed pricing structure, which is expected to be firm-fixed price. The effort supports the administration of a program designed to fund innovative, community-based solutions aimed at improving Veteran access to services related to transition, homelessness, and suicide prevention through the distribution of $100,000 in awards to ten winners, each receiving $10,000. All submissions must be delivered electronically by 5:00 PM Eastern Time on June 25, 2026, to designated VA email addresses, with no guarantee of feedback or return of proprietary materials. The required deliverables include developing and maintaining a web-based platform for applicant submissions and winner visibility, establishing award selection criteria, conducting outreach and training webinars, managing applications and judging, and documenting the distribution of award funds—all to be performed virtually under a one-year period of performance. Performance must align with a Draft Performance Work Statement and adhere to VA Office of Information and Technology security standards, including Authority to Operate requirements and protections for data integrity and privacy. The contractor must submit a Project Management Plan within ten business days of award, provide biweekly status updates, and ensure all documentation remains accessible to the VA indefinitely. Oversight will be conducted by a Contracting Officer’s Representative and VEO project lead using a Quality Assurance Surveillance Plan, with non-conforming work to be remedied at no additional cost to the government. The contract type is firm-fixed price, and while no individual security clearances are required, system-level compliance with VA directives is mandatory. No options, funding details beyond the $100,000 in awards, or formal contract clause provisions are included, as this remains a preemptive market intelligence gathering action prior to any potential future procurement.
