AI Contract Overview
This sources sought announcement is a market research initiative by the Department of Veterans Affairs, specifically the 262-NETWORK Contract Office 22, aimed at identifying qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) capable of performing life safety drawing and assessment services for Building 26 at the VA San Diego Healthcare System. The effort is not a solicitation and does not obligate the government to award a contract; its sole purpose is to gather market intelligence to shape future acquisition decisions. Interested respondents must provide detailed business information including company name, address, point of contact, phone, fax, email, DUNS number, CAGE Code, and Tax ID Number, along with a comprehensive capability statement that demonstrates technical expertise in conducting onsite evaluations aligned with The Joint Commission’s Physical Environment standards and the NFPA 101 Life Safety Code. The work involves producing a Statement of Conditions with Basic Building Information, updating and creating Life Safety Drawings for a 184,396-square-foot facility, incorporating fire/smoke barriers, exit distances, compartment layouts, occupancy types, and life safety devices such as extinguishers, pull stations, standpipes, and emergency oxygen hookups. All digital deliverables must be provided in AutoCAD format with properly layered drawings, PDFs, plot settings, and x-ref files, alongside six printed copies in specified dimensions. The contractor must also provide pre-visit documentation, schedule a daily 8:00 AM huddle with the Engineering Program Manager, and offer detailed written recommendations to resolve identified deficiencies prior to an unannounced or announced accreditation survey. Responses must be submitted in writing by July 10, 2026, and the announcement is designated as a SDVOSB Set-Aside, with priority given to finding two or more capable SDVOSB or VOSB entities. While the procurement is being conducted under NAICS Code 541340 and managed by the VA’s Gilbert, AZ office, performance is required on-site in San Diego, CA. No contract clauses, pricing data, evaluation factors, or formal award mechanisms are included, as this is strictly a pre-solicitation market research action.
