Notice of Intent to Sole Source This is a Special Pre-Solicitation Notice for a prospective Fiscal Year 2026 Sole Source Award. This is not a Solicitation. The Veteran s Affairs (VA) Office of Acquisition, Logistics, and Construction - Office of Research and Development, Regional Procurement Office East headquartered in Pittsburgh, PA intends to negotiate a sole source award to STERLING MEDICAL COMMUNICATIONS LLC, (with address 4086 Dunleavy CT, Dublin, OH 43016-7709) for Editorial Review & Technical Assistance Services that will focus on the VA Los Angeles Research Department s requirements. These services have been provided to this juncture by this Contractor in previous contracts. All necessary Office of Research & Development (ORD) and other approvals have been obtained for this procurement. These services will provide medical writing and editorial support for VA Evidence Synthesis Program (ESP), specifically. Due to current need and experience, this Contractor s unique capabilities/characteristics particularly involving the Veterans Health Administration, makes them the Sole Source capable to receive an award for these services. Since the intent is to procure on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/. The applicable NAICS code is 541990; with a $19.5M Size Standard. The PSC is R426. The Authority for this action is Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulations (FAR) 6.103-1; Only one responsible source and no other supplies or services will satisfy agency requirements. As stated earlier, this Notice is not a solicitation, and it is not a request for competitive proposals.
