The Department of Veterans Affairs, through the Veterans Healthcare Administration Regional Procurement Office West, Network Contracting Office 20, has issued a sole source task order under Blanket Purchase Agreement 36C10G22A0001 for maintenance and support services. The contract is awarded to Philips North America LLC to provide specialized maintenance for the Philips Intellispace Critical Care/CompuRecord Clinical Information System across all VISN 20 stations. This firm-fixed price effort has a total award value of 512,437.00 dollars and a period of performance from March 10, 2023, to March 9, 2024, with no additional options. The justification for the exception to fair opportunity is based on FAR Subpart 16.505(b)(2)(i)(B), as Philips is the Original Equipment Manufacturer and the only source capable of providing the required level of quality and specialized technical support. Because the services involve proprietary diagnostic software, OEM certified parts, and specialized hardware updates, the government determined that only Philips can ensure the system's integrity and maintain existing warranties. Market research confirmed that no service-disabled veteran-owned small businesses or other alternative sources could meet these specific requirements.
