(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The facility will be a single-story building of approximately 7,500 square feet featuring steel framing with a brick veneer. The estimated contract value ranges between 10 million and 20 million dollars, with a target cost limit of 12 million dollars. Award will be granted to the responsible bidder offering the most advantageous price for the base bid, with several deductive alternates available to reduce scope if the base bid exceeds available funding. The scope of work includes all labor, materials, and equipment for general construction and associated site work, including specific requirements for medical gas systems, resinous urethane flooring, and standardized brand-name systems for security cameras (Motorola Avigilon), physical access control (HID), and fire alarms (Siemens Desigo). Contractors must adhere to strict safety and quality protocols, including Pre-Construction Risk Assessments (PCRA) and VHA Infection Control Risk Assessments (ICRA). The project is subject to Davis-Bacon Act wage determinations for Howard County, Texas, and requires performance and payment bonds. Bids must be submitted electronically, and the final deadline for receipt of offers was extended to October 22, 2026.
