The Department of Veterans Affairs (VA), through its Program Contracting Activity Central, intends to award a sole source contract to LexisNexis Risk Solutions for an identity trait verification tool designed to verify the identities of Veterans. This commercial, off-the-shelf, web-based application will be used by staff at the Veterans Health Administration Central Office Library to help maintain the integrity and accuracy of the VA's extensive electronic health records database, specifically supporting the Master Person Index (MPI) that links patient data across multiple facilities. The contract seeks to ensure uniformity and reliability in identity verification to enhance clinical decision-making and healthcare service quality across the VHA system. The sole source procurement is justified because LexisNexis holds the proprietary intellectual property rights to the tool and does not license through third parties, making direct purchase from LexisNexis the most suitable option for the government. While this notice signals the intent to sole source, other capable vendors are invited to submit capability statements or proposals by June 14, 2022, for consideration. Respondents must demonstrate compliance with subcontracting limitations under FAR Clause 52.219-14, stipulating that at least 50% of contract personnel costs be expended on the contractor's own employees. The point of contact for this procurement is Lamonte Jones, Contract Specialist at the VA, who will handle all submissions and inquiries related to this opportunity.
