Full Description

This notice of proposed contract action is for the procurement of Radar Analysis Support System (RASS) Equipment Maintenance for the 84th Radar Evaluation Squadron. The Government is seeking maintenance contract services for RASS components. Specific requirements may include, but are not limited to annual calibration of RASS kits/components, equipment repair, access to software releases/updates, support/assistance for analysis and equipment operation, and tracking and reporting of tasks performed. The Government intends on awarding a sole source contract. This acquisition is contemplated as sole source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 2304(c)(1)), to Inventive Electronics, Inc. The Government requires performance of the maintenance services for one year after contract award. All responsible sources may submit a capability statement which shall be considered by the Government. Any capability statement will need to demonstrate how the source can provide RASS equipment maintenance services that meets or exceeds the government requirements as stated above. The date of response to this synopsis is fifteen (15) days after the date of this synopsis publication. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
