Radar Signal Stimulator

The Department of National Defence is soliciting proposals for the procurement, design, customization, and delivery of one new Radar Signal Stimulator (RSS) for the Naval Electronic Warfare Center (NEWC) in Ottawa. This Commercial Off-The-Shelf test equipment is intended to enhance operational support to the Royal Canadian Navy by providing in-house capabilities to test, verify, and validate Electronic Support Measures libraries and Mission Data Libraries through Radio Frequency injection. The contract term is one year from the date of award, with all deliverables required to be received within that period. The procurement is restricted to Canadian suppliers and suppliers of applicable trading partners under the Policy on Reciprocal Procurement, though it is not subject to the preference for Canadian goods and services as the value is not expected to exceed $5 million. The evaluation process has been modified via amendment to utilize the Highest Combined Rating of Technical Merit and Price, employing a 50/50 weighted ratio. Bidders must meet mandatory technical criteria to be considered compliant, with additional points available for corporate experience, completed projects, delivery schedule realism, and training package quality. The successful contractor is responsible for delivering the equipment Delivered Duty Paid (DDP) to the NEWC in Nepean, Ontario, and must adhere to strict packaging, marking, and environmental standards, including compliance with the Policy on Green Procurement and the Ocean Plastics Charter. Additionally, the contractor must maintain a Quality Management System compliant with ISO 9001:2016 and ensure that personnel are capable of obtaining necessary security clearances to access DND facilities.
