Radio Frequency Identification

The contract requires the delivery, installation, and ongoing support of a fully automated Radio Frequency Identification (RFID) system designed to track and manage all armory property, including firearms, accessories, non-lethal weapons, magazines, radios, cameras, and other critical and non-critical assets. The system must integrate CACs, PINs, IUID tags, and 2D barcoding to enable end-to-end inventory control, issuance, receipt, and accountability. Equipment specifications include a robust RFID handheld scanner (MC 3190Z), Dell Venue 11 Tablet with docking station, AV cart, CAC reader, touch screen, UPS backup, antennas, router, and a charging base with spare battery, all sourced and provided by the contractor. RFID tags must be miniature, measuring no more than 5mm x 5mm x 3mm, constructed from rugged durable materials to withstand extreme environmental conditions, cleaning solvents, and prolonged use without impairing the functionality of the items to which they are attached. Tags must be compatible with the system and capable of being added or removed as inventory needs evolve. The system must support real-time tracking, alert armorers when items are not returned by designated times, and enable both online and offline scanning capabilities. All hardware, including servers, laptops, and tablets, must come with a five-year warranty, while RFID equipment and barcode printers are covered under a three-year warranty or the manufacturer’s standard term. Software licenses must be perpetual with lifetime support. Installation, configuration, and warranty services are the contractor’s responsibility. The system must meet interoperability requirements with SmarTrack ST-RFID-SA or an equivalent solution and comply with IUID standards as implied by MIL-STD-130, even if not explicitly cited. The solicitation, issued under FA8136 AFSC PZIOB at Tinker Air Force Base, Oklahoma, is a Total Small Business Set-Aside with a Firm Fixed Price contract structure and is subject to full compliance with Federal Acquisition Regulation (FAR) clauses including those related to ethics, whistleblower protections, cybersecurity prohibitions on Kaspersky and TikTok, labor standards, privacy training, Buy American requirements, and flow-down obligations to subcontractors.
