AI Contract Overview
The U.S. Air Force Research Laboratory is proposing a sole-source contract action for the procurement of specialized radio communication systems from FlexRadio, Inc., under the North American Industry Classification System code 334220, which applies to manufacturers of radio and television broadcasting and wireless communications equipment with a small business size standard of 1,250 employees. The requirement includes seven specific items: two ML-9600X wideband HF transceivers, three ML-1SSL one-year software and firmware sustainment licenses, two SHMST-600 ShackMaster Power 600 units, three 9600-WPKT auxiliary waveform processor modules, one 9600-WDPK-S waveform development and porting kit license, one 9600-PTSL precision time stamping license, and one MLS-9601 one-kilowatt wideband HF SDR communications system. The government has determined that FlexRadio, Inc. is the only source capable of meeting the technical and compatibility requirements due to the necessity of integrating these systems with existing infrastructure composed exclusively of FlexRadio equipment and because the ML-9600X model was selected by a transition partner for testing prior to system migration. FlexRadio does not utilize a reseller network, further confirming its status as the sole provider. This notice serves only as an advance announcement and is not a solicitation for bids; no contract will be awarded based on responses to this notice. Nevertheless, any responsible source may submit a capability statement providing clear and convincing evidence that competition would benefit future procurement efforts, with all submissions required by July 8, 2026. Responses will be reviewed at the government’s discretion, but the decision to proceed without competition remains solely with the agency. The anticipated award date is on or before July 30, 2026, and a formal sole source justification will be included with the subsequent notice of award. All inquiries must be directed to the point of contact, Cody Owens, at cody.owens.4@us.af.mil. The procurement is being managed through the Department of Defense, with the office located in Rome, New York, under solicitation number FA875126Q0959.

Full Description
This is a Notice of Proposed Contract Action under RFO Part 12 Acquisition of Commercial Products and Commercial Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing) with a small business size standard of 1,250 employees.
The Government requires the procurement of Radio Systems, and intends to negotiate a sole-source award for this requirement with FlexRadio, Inc., 4616 W Howard Ln Ste 860, Austin, TX, 78728. Relevant FlexRadio, Inc. part numbers and product descriptions are as follows:

The Government has determined that other companies' products and services do not meet or cannot be modified to meet the Government's needs. With regard to the MLS-9601 and related accessories (i.e. 9600-PTSL, 9600-WPKT, and ML-1SSL), that item is intended for use with existing infrastructure that is comprised of FlexRadio, Inc. branded systems. In order to ensure compatibility and connectivity with existing infrastructure, it is imperative that additional components be of the same brand as existing components. With regard to the ML-9600X and related accessories (i.e. ML-1SSL, SHMST-600, 9600-WPKT, and 9600-WDPK-S), that particular model transceiver has been selected by a transition partner for their surrogate system. Accordingly, it is imperative that that exact model be procured in this instance for testing purposes prior to the transition occurring. Interchanges with FlexRadio, Inc. have yielded that they are the sole manufacturer of the required systems and do not maintain a network of resellers for their products. Accordingly, the Government has determined FlexRadio, Inc. to be the sole-source provider of the required Radio Systems as detailed above.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to cody.owens.4@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 July 2026.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
