Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

The 700 CONS is pursuing a simplified acquisition for a C2 Airfield Damage Repair Simulator Virtual Sand Table to support the 435th Construction and Training Squadron. With an estimated cost of 61,750.00 dollars, the procurement includes three 75-inch Samsung 4K UHD Smart TVs, Tyco touch screen overlays, a Dell XPS Tower, an instructor podium, and TV table stands. This system is designed to modernize the understanding of equipment movements and operations through a virtual environment, allowing engineers to practice damage and repair scenarios via a structured educational path integrated into a learning management system. Dynamic Software Solutions has been identified as the sole source for this award because they are the only vendor approved by the Air Force Civil Engineering Center to provide these specific integrated systems. Market research conducted via BETA.sam and the Federal Procurement Data System yielded no other viable sources. The government determined that awarding the contract to any other provider would result in substantial additional costs and training requirements, as other vendors would likely need to subcontract the work to Dynamic Software Solutions to ensure compatibility with existing AFCEC simulators.

Single Source Justification (Simplified Acquisition) March 2018 Page 1 of 2 Section A: General Contract Information Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? No Contracting Activity: 700 CONS Project/Program Name:C2 Airfield Damage Repair Simulator - Virtual Sand Table Purchase Request/Identification Number:F3N0421099AW01 Estimated Contract Cost (including Options):$61,750.00 Section B: Description of the Supplies/Services Required: The 435th Construction and Training Squadron (435 CTS) has a requirement for a virtual RADR table top systems that helps to better understand and comprehend the different operations and movements of equipment. This new modernized method will lead to further understanding of the concept of operations and endless scenarios to prepare our engineers for today's challenges. This system includes the following: - 3 x SAMSUNG 75-inch 4K UHD Smart TV - 3 x Tyco Touch Screen Overlays - 1 x DELL XPS Tower - 1 x Instructor Podium - 3 x TV Table stands with shelving Section C: Justification for Soliciting from a Single Source or Brand Name:Dynamic Software Solutions is the only company approved by Air Force Civil Engineering Center (AFCEC) to provide virtual RADR table top systems. These tables are integrated with AFCEC's Command and Control (C2) Airfield Damage Repair (ADR) simulator in a manner that allows engineers to work with damage and repair operations in a virtual manner. Trying to customize some other virtual table that would be purchased from the local economy, would not be cost effective and take additional time from the mission making sure it is compatible. The core of the simulator-based is a step-by-step learning via an education path using a simple touchscreen. Candidate examinations, qualification of operators and tracking can be evaluated via a trainer (teachers) computer. The training results are then integrated in a learning management system so that the teaching path of your training unit is embedded in practice Section D: Efforts to Obtain Competition:The government issued a sources sought via BETA.sam on 09 April 21 until 16 April 21 which yielded zero responses. A search on Federal Procurement Data System- Next Generation (fpds.gov) for Dynamic Software yielded 1954 results for the Department of Defense. The 435 CTS performed additional market research finding no additional sources, except Dynamic Software Solutions which is the only approved vendor for virtual RADR table top systems by AFCEC. Through market research 700 CONS concludes that an award to any source other than Dynamic Software Solutions would result in substantial additional cost, training, and approval requirements. No third party or authorized resellers can deliver the required virtual RADR table top systems. Additionally, awarding to a third part would drive up costs, as the awardee would have to subcontract to Dynamic Software Solutions to provide the required product. Section E: Steps to Preclude Future Single Source or Brand Name Awards: The 435 CTS and 700 CONS will keep researching for when other brands become authorized to provide the products and services to fulfill the future requirements. In addition, 700 CONS will continue its ongoing market research to monitor the market situation for potential sources for the future procurements. Single Source Justification (Simplified Acquisition) March 2018 Page 2 of 2 Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
