The Department of Homeland Security plans to award a sole source hybrid contract to Innovative Survivability Technologies/Textron (IST/Textron) for the repair and upgrade of the RadTruck, a vehicle-based radiological detection system. This contract will cover a one-year base period with an option to extend for an additional year. IST/Textron was the exclusive entity that commercialized the radiation detection technology integrated into the RadTruck, which is based on a prototype originally designed and licensed by Lawrence Livermore National Laboratory. Because of IST/Textron’s unique technical expertise and prior work on the hardware and software integration, they are the only vendor capable of performing these upgrades and repairs without risking delays or increased costs. The procurement will follow the Federal Acquisition Regulation 6.302-1, recognizing that only one responsible source exists for these specific supplies and services, thus exempting this contract from competition. This notice marks the government's intent to proceed without soliciting competitive proposals, leaving the choice to forego competition at the government's discretion. The contract is managed by the Contract Administration Services Division within the Department of Homeland Security, with the place of performance located in California. Aaron H. Ford is the designated contracting officer handling this procurement.

The Department of Homeland Security intends to issue a sole source hybrid contract to Innovative Survivability Technologies/Textron (IST/Textron) for the repair and upgrade to the RadTruck, a vehicle based radiological detection system. The contract will have a one-year base period with a one-year option period. Innovative Survivability Technologies/Textron (IST/Textron), 201 Lowell Street, Wilmington, MA 01887-2941 was the sole entity responsible for the commercializing radiation detection technologies into the RadTruck based upon a prototype designed and licensed by Lawrence Livermore National Laboratory. Due to the unique nature of the initial hardware/software and integration efforts undertaken by LLNL and IST/Textron for the RadTruck, IST/Textron is the only vendor that can perform the upgrade and repairs to the RadTruck, without causing programmatic/schedule delays and increased costs. Based on the foregoing, this requirement will be procured in accordance with Federal Acquisition Regulation 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
