Rail Curve Package 3 for MOTCO, Concord, CA

The Government anticipates issuing an Invitation for Bid (IFB) with the intent of awarding a Firm-Fixed Price construction contract for MOTCO Rail Curve Package 3 – DBB Construction.



Project Description: Scope of this project is the repair of approximately 2,500 LF by replacement, including repairs of ties, rails, turnouts, rail crossings and other track material for multiple rail curves on the tidal side of the installation at Military Ocean Terminal, Concord (MOTCO). The base bid package includes repair by replacement of curves 9 & 10 with curvature less than 12 degrees. Tracks will be constructed per standards in UFC 4-860-01FA and American Railway Engineering and Maintenance of Way Association (AREMA). The following work will be included as contract options:


  • UXO clearance and transportation,
  • UXO blow-in-place,
  • Mission stand down,
  • Wetland mitigation credit purchase


All contractor and subcontractor personnel performing work under this contract must be citizens of the United States. U.S. citizenship is a prerequisite for obtaining the required Department of War (DoW) personnel security clearances. The contractor shall be responsible for ensuring all personnel comply with this requirement and all applicable federal security regulations.



The solicitation will proceed as a total small business set-aside and is estimated to be issued mid- June 2026 with bids due tentatively in late-July 2026. The IFB will be issued on the Government Point of Entry known as SAM.gov and will establish a firm bid due date/time. The magnitude of construction for the anticipated project is between $6,000,000 and $9,000,000.


This solicitation is anticipated to be issued using the North American Industrial Classification System (NAICS) code 237990 (Other Heavy and Civil Engineering Construction). The small business size standard is $45,000,000. Product Service Code is Z2LB (Repair or Alteration of Highways/roads/streets/bridges/railways).


If applicable, the site visit date, time and location will be identified in the solicitation.

BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.

The only INTERESTED VENDORS LISTS (plan-holder's/bidder's list) are available via SAM.gov.  Contractors are responsible for self-identifying as interested vendors and viewing other interested vendors.  Contractors should check SAM.gov frequently for any changes to the interested vendors list and notice.



PLEASE DO NOT request a copy of the solicitation, or draft plans and specifications, as they are not currently available. Any available technical data required to respond to the solicitation will be furnished as part of the solicitation. Following solicitation release, all responsible sources may submit a bid that shall be considered by the agency. This project and/or the anticipated solicitation may be changed, delayed, or canceled at any time.


All prospective Offerors and their Subcontractors must be registered in SAM and the Procurement Integrated Enterprise Environment (PIEE) websites to download solicitation information.



Solicitation documents, plans, and specifications will only be available to be downloaded from PIEE, which may be accessed at https://piee.eb.mil/.



Registration should be completed one (1) week prior to the anticipated solicitation release date.



USACE-SPK will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments.
