The Army Contracting Command – Rock Island (ACC-RI) is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest to provide Rail Gear at McAlester Army Ammunition Plant, McAlester, Oklahoma.
The result of this market research will contribute to determining this method of procurement, if a requirement materializes. Based on the response to this sources sought notice/ market research, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

Please reference this sources sought number in the subject line of the email and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. Do NOT submit classified information.

STATEMENT OF WORK
The U.S. Department of Defense – Army, McAlester Army Ammunition Plant (MCAAP) has a requirement to provide Rail Gear and the Installation of that Rail Gear on the following two (2) Single Cab GSA Vehicles:
G71-B0606, 2024, Ford F650, Single Cab, Dump Truck VIN: 1FDNF6DE6SDF10311, GVWR 22,000 lb.
G82-0198Y, 2022, International HV607, Single Cab, Dump Truck VIN: 1HTEJMMRXPH214429, GVWR 35,000 lb.
The Vendor will supply the Rail Gear for the Front and Rear for both the GSA Vehicle TAG (G71-B0606) and the GSA Vehicle TAG (G82-0198Y), in addition to Installation of that Rail Gear for both cabs. The Vehicles w/Rail Gear Installed should be Aligned and Track Tested IAW FRA 214.523. The contractor shall provide MCAAP with the Inspection Documentation.
Equipment to be Installed/Services Performed:
Front and Rear Hi-Rail Gear of both cabs
Standard Options for both vehicles: Front and Rear Rail Sweeps, Auto Locks (No Pins), Positive Down Pressure (Slotted Links), 12” Wheels and Stub Axle Insulation, Front Axle Lock Up Kit.
Front Brakes (12V Power Unit) for GSA Vehicle TAG (G71-B0606) only
Front Brakes (Air from Truck) for GSA Vehicle TAG (G82-0198Y) only
For both GSA Vehicles:
Extended or Modify Front Frame for Rail Gear Clearance and Space Bumper as Needed
Remove Pull Plate, Extended Frame to Fit Gear Reinstall Gladhands, Hitch and Wiring
Manual Activated hydraulic selector valve and flow control, tied into Dump Body
For GSA Vehicle TAG (G71-B0606) only:
Add Rear Leaf Springs or Lift for Rail gear Clearance
ABS and Tractions Control Override with Switch on Gear
For GSA Vehicle TAG (G82-0198Y) only:
ECCO LED Mini Bar, 8 Head, Vac-MAG, 12/24 VDC, A, C1 (FRA)
Includes: All electrical and Hydraulic requirements to complete unit installation
Includes Modifications: Alterations or Relocation to Components related to fuel tanks, air tanks, brakes, exhaust systems, battery boxes, protrusions above and below frame rails, shortening or lengthening frame rails.
Return any OEM equipment Removed to the McAlester Army Ammunition Plant
MCAAP will Deliver and Pickup Unit
Mileage for rail gear installation is limited to 355 one-way miles total - 710 miles, and a U.S. based Vendor.
