Solicitation Number: SSN: 20130318RAILSS Notice Type: Sources Sought Synopsis: SOURCES SOUGHT SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334419 which has a corresponding size standard of 500. The government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if capable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2 The information requested by this sources sought will be used within the Air Force (AF) to facilitate decision-making and will not be disclosed outside the agency. Firms choosing to respond to his RFI are cautioned that this RFI is not a Request for Proposal (RFP). 1.3 In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this Sources Sought Notice. Responses to the Sources Sought Notice will not be returned. Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, if one is issued. 2. PROGRAM DETAILS: 2.1. INFORMATION REQUESTED (Please limit submission to 10 pages) 1. Company Information: Name, address, telephone number, point of contact names, e-mail addresses, CAGE code, and business size (for small business include socioeconomic status e.g. 8(a), HUBZone, etc.) 2. Major Risks: Identify any major performance, schedule, or cost risks anticipated. 3. The table below lists all of the main technical/task requirements of the Sources Sought Notice. Identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided, but rather, it shall provide details regarding your company's capabilities to execute these tasks. Past performance information that is related to the tasks listed is requested if available, but not required. The 412 RANS/Software Engineering Squadron of Edwards AFB, CA has a requirement to purchase new Radio Frequency Identification, Range Asset ID and Locations Surveillance System (RAILLS). RFID Readers (60), Reader Hubs (20), GPIO (Controllers), Antennas (270), Ethernet Switches (6), RFID Handheld Readers (3), RFID Tag Printer (1) and other equipment (See page 9) required to track Range inventory. The proposed acquisition will allow the Range to track inventory as it is moved from location to location. It will also generate reports outlining Location, Quantity, Ownership and all other aspects of the property at Edwards Air Force Base. The system is reliant on RFID technology along with an SQL database for data storage and manipulation. The proposed acquisition system will save significant manpower efforts as the passive system will account for relocated items. The system will also save money and time by alerting logistics of low item quantity when necessary. The system generates cost savings by providing automated alert mechanisms for critically identified stock thresholds, and provides auto-generated notification for the unscheduled or unauthorized movement of select, identified equipment. The system will track the life/maintenance cycle of property. In short, this system will allow Configuration Management (CM) employees to focus on CM and effective property management rather than searching for missing inventory. It will also increase data integrity and decrease time spent logging movement of inventory (by contractors and 412 RANS personnel). After installation has been completed the proposed acquisition of RFID/RAILSS will handle the tracking, management, and reporting of all Range inventory. The Government does not guarantee that questions received after 7 April 14 will be answered. 8.
