Raman Spectrometer System

The National Research Council of Canada is soliciting offers for the delivery and commissioning of a Raman Spectrometer System and associated accessories to be installed at the NRC Mississauga location. The system is intended for characterizing the chemical structure of materials used in electrocatalysis, battery materials, supercapacitors, and carbon dioxide storage sorbents. Key technical requirements include the ability to process spectra using 532nm and 785nm lasers, a motorized XYZ translation stage with 200nm encoder precision, and specific humidity and temperature control cells. The equipment must be new, compliant with the Canadian Electrical Code, and capable of acquiring spectra from 3D objects, films on glass substrates, and porous powder materials. All deliverables must be received within 14 weeks of the contract award, with the vendor providing on-site installation and training. This solicitation is subject to the Policy on Reciprocal Procurement, limiting eligibility to Canadian suppliers and those from applicable trading partners. Evaluation is conducted in two stages, focusing first on mandatory technical criteria and then on the total aggregated fixed price. Proposals must be submitted as separate technical and financial electronic attachments by November 6, 2026, with a strict requirement that no financial information be included in the technical offer to avoid disqualification. Payment will be made via direct deposit, EDI, or wire transfer within 30 days of receipt of an undisputed invoice.
