Solicitation FA9451-13-R-0243, titled Research and Development for Advanced Space Superiority Technology and Engineering Requirements (RASTER), is a Department of Defense acquisition managed by the Air Force Research Laboratory Directed Energy Directorate. The contract is structured as an IDIQ cost-plus-fixed-fee effort focusing on research, development, test and evaluation (RDT&E), and operations and maintenance (O&M). Key operational components include the Starfire Optical Range at Kirtland Air Force Base and the Air Force Maui Optical and Super Computing Site, with specific task orders issued for the Maui Space Surveillance System Enhanced Capabilities Development and the Starfire Three Aperture Research and Experiments. The acquisition process involved extensive industry engagement, including mandatory pre-registered site visits for US citizens with Secret clearances and multiple rounds of formal questions and answers regarding proposal instructions, resource-loaded schedules, and security handling of controlled unclassified information. Contractual deliverables are managed through a series of Contract Data Requirements Lists, including a Systems Engineering Management Plan, a Hazardous Materials Management Plan, and a System Safety Program Plan. Milestone schedules were updated periodically through 2016 to align contract awards, phase-in periods, and the commencement of full performance.

TACTICAL Broad Agency Announcement (BAA)
Solicitation # FA9451-24-S-0001
The TACTICAL Broad Agency Announcement (BAA) FA9451-24-S-0001 is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation, and the enhancement of performance, reliability, and affordability for future weapon system components. With an estimated total funding profile of 499 million dollars over five years, the BAA covers 14 distinct topic areas, including laser sources, beam control, satellite custody and characterization, high power electromagnetics, and wargaming. This is a BAA with closed calls, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued periodically via SAM.gov. The government may utilize various contract types, including Cost-Plus-Fixed Fee and Firm Fixed Price, though cost-type awards require a DCAA-approved accounting system. To streamline the process, the AFRL utilizes Topic Area Groups (TAGs), where technically qualified entities are pre-selected based on executive summaries to receive future requests for proposals or white papers. Selection is based on overall scientific and technical merit, importance to program requirements, and fund availability, with cost analyzed for realism and reasonableness rather than used as a primary evaluation criterion.
