The contract involves the development and implementation of a Random Audit Selection Program for the New York State Commission on Ethics and Lobbying in Government. The vendor will create a custom electronic system to randomly select lobbying filings, forms, and reports submitted to the Commission for audit purposes, ensuring that the selection process is fair, objective, and statistically sound. The system must draw samples from a pool of filings derived from the Commission’s Ethics Lobby Application, with selections made on a quarterly or as-needed basis, maintaining impartiality and full randomness in accordance with appropriate statistical standards. The process aims to safeguard the integrity of the audit process by preventing prior knowledge of selected filers and ensuring equal chances of selection for all eligible filings. Proposals are restricted to entities that have not been registered as lobbyists or clients of lobbyists within the past three years, do not conduct business with the Commission, and are not subject to certain sections of the Public Officers Law. The contract, set to run from April 1, 2026, through March 31, 2028, is located in Albany, NY, with a total MWBE participation goal of 30% and a service-disabled veteran-owned business contracting goal of 6%. The submission deadline is November 14, 2025, with questions due by October 27, 2025. The project emphasizes equitable participation and aims to enhance the transparency and fairness of the Commission’s audit procedures through a robust, statistically compliant random selection system.
