Solicitation # 2026-CGC-096
The Coalition for Green Capital (CGC) is soliciting responses for solicitation number 2026-CGC-096 to acquire a centralized commercial off-the-shelf (COTS) enterprise portfolio management platform. Technical specifications mandate US-based hosting and data storage, automated user provisioning via SCIM, and identity management using Microsoft Entra ID with SAML 2.0 or OIDC. The procurement process requires submissions via beaconbid.com by November 27, 2026, with an award decision expected by December 21, 2026. Proposals are evaluated based on technical competence and experience (60 percent), past performance including at least three examples (15 percent), and cost (25 percent). Because the contract may be supported by federal funds, awarded vendors must comply with various federal regulations, including the Byrd Anti-Lobbying Amendment for awards over 100,000 dollars and the Clean Air Act for subcontracts exceeding 150,000 dollars. Additionally, contractors must maintain all relevant records for at least three years following final payment.
