The Department of the Navy, through the Naval Air Warfare Center in China Lake, California, intends to award a sole source contract to Collins Aerospace for the ongoing procurement of proprietary range instrumentation products and related services. These include airborne, ground-based, and surface-based elements, as well as interfaces, auxiliary equipment, remote ground stations, data collection and processing systems, and test and troubleshooting stations. The contract also covers modernization efforts for the Tactical Combat Training System (TCTS) II and P6, focusing on upgrades, enhancements, and modifications to address obsolescence, improve performance, incorporate new capabilities, and ensure compliance with evolving standards. Awarding this contract to any other source is expected to result in substantial duplication of costs that cannot be recovered through competition, as per FAR 6.302-1(a)(2)(ii)(B). Interested firms that believe they can fulfill the requirements are invited to submit written capability statements within 15 days of the notice publication, referencing solicitation number N6893625R0004. These responses should demonstrate relevant experience, assets, and ability to perform without compromising quality, accuracy, or schedule. The formal solicitation is expected to be posted on SAM.gov around January 2026, and all vendors must be registered in the System for Award Management (SAM) to participate. Additionally, contractors must be certified through the Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information (CUI) and must follow specific procedures for registration and access, including approval of the DD 2345 form. Communications and responses are to be directed via email to Chris Purvis, with further instructions available on the SAM.gov opportunity page.
