Rangoon CMR Ceiling Replacement

The U.S. Embassy Rangoon is soliciting quotes for the replacement of asbestos ceiling panels with gypsum ceiling boards in the Chief of Mission Residence compound located at 6.5 miles Prome Road, Mayangone Township, Yangon, Burma, under solicitation number 19BM8026Q0007. The work encompasses approximately 1,310 square feet of ceiling replacement, including the furnishing and installation of insulation, framing, reinstallation of lighting, and painting to fully restore the original function and finish of the space. Asbestos removal will be handled separately by OBO subject matter experts, and the contractor is responsible for all labor, equipment, tools, and new materials required to complete the system restoration in accordance with U.S. codes and standards including ASTM, 2024 IBC, IMC, IPC, NEC (NFPA), OBO International Zoning Code, and MNBC 2025. All material selections, including seasoned replacement wood, must be approved by Embassy CH/FM personnel prior to installation. The solicitation is issued as a firm-fixed-price contract with a performance period of 25 working days from the Notice to Proceed, with work required to commence within five calendar days and be fully completed and ready for use no later than 35 days after the Notice to Proceed. The contractor must submit a detailed bar chart schedule demonstrating the sequencing of work to minimize disruption and must maintain compliance with all safety and security protocols, including providing an English-speaking supervisor on-site at all times, conducting daily safety briefings, and adhering to strict prohibitions on smoking, intoxication, and personal jewelry during work activities. All offerors must be currently registered in the System for Award Management (SAM) and provide proof of UEI registration, along with completed annual representations and certifications reflecting business size status for NAICS code 811.
