USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Quakewrap, Inc., 6840 S. Tucson Blvd, Tucson, Arizona 85756-6947 to supply pile jacketing materials, supplies, and tools in the form of an individual kit not later than 20 May 2019. The PileMedic Rapid Pile Repair Kit has been used in previous tests and demonstrations in the development process of the Spiral 1 Pile Jacketing Repair Kit. The kit has to be able to repair both round and square concrete or timber piles of any diameter or size, as well as over any range of repair heights using single or multiple overlapping jacket wraps. The kit shall include the cam-locking quick-connect ports in order for it to be compatible with the grout pump and hose system of Spiral 1. These pile repair supplies will be included in the Spiral 1 Pile Jacketing Repair Kit of the Port Improvement via Exigent Repair (PIER) Joint Capability Technology Demonstration (JCTD). This procurement action is exercised as sole source pursuant to authority of FAR FAR 13.106-1(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization). This Notice of Intent is for information purposes only. This is not a request for competitive proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325520 with a Small Business Size Standard of 500 employees. All sources eligible to provide these services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these services as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 5 calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Interested parties may submit their capabilities statement for consideration by the Government to contact@example.gov.
