Rate Case Expert Witness and Regulatory Consulting Services

The General Services Administration, Public Buildings Service, Office of Facilities Management, Utility Rates & Regulatory Program (URP), has a need for rate case expert witness and utility regulatory consulting services to assist GSA in representing the consumer interest of the federal customer. Services shall include analyzing executive orders, policy, rules and regulations encompassing the energy industry, as well as, proposed utility rate increases, allocation of cost recovery mechanism among customer classes, Multiyear Rate Plans (MRPs), energy tariffs, and any other items that will arise in active regulatory interventions that may affect the Federal Government’s consumer interests; preparing memos, communications and draft testimony; and testifying on behalf of the federal customers in state utility regulatory proceedings.
