The project involves repairing and restoring the outfall located north of 804 Raven Avenue in Longwood, Seminole County, Florida, which is a major outfall for the City of Longwood. Prior to Hurricane Ian, the outfall comprised a 60-inch reinforced concrete pipe, protected by reinforced block walls on the west and south sides, with rip-rap rubble and geosynthetic materials safeguarding the channel and slopes. Hurricane Ian caused significant erosion, damaging the block walls and washing away rip-rap, although the main pipe remained intact but undermined. The scope of work includes installing steel sheet piling around the outfall perimeter for slope protection, placing articulated block mats in the channel, and restoring the slopes behind the sheet pile wall. Additionally, the project requires extending the main pipe by 10 feet northward and backfilling the area south of the new perimeter wall, with detailed plans provided in the project documents. Potential bidders are advised to visit the site beforehand due to access limitations and are encouraged to coordinate visits through the designated Public Works Engineer, Eric W. Nagowski. Full Description

The project is located north of the residence at 804 Raven Avenue in Longwood, Seminole County, Florida. A major outfall for the City of Longwood is located at this location. Prior to Hurricane Ian, the outfall consisted of a 60-inch diameter concrete pipe, reinforced block wall along the west and south perimeter and large rip-rap rubble underlain by geosynthetic material protecting the channel and channel slopes. The outfall sustained significant damage during Hurricane Ian. The reinforced block walls located on the west and south side of the outfall were damaged by erosion of the foundation soils. The rip-rap placed in the channel and on the slopes was washed downstream and significant erosion of the outfall channel occurred. The main 60-inch diameter pipe was not damaged but has been undermined. In general, the project consists of repairing the outfall by providing slope protection utilizing steel sheet piling around the outfall perimeter and articulated block mats in the channel. Restoration of the slopes will be necessary behind the sheet pile wall. The main outfall pipe is to be extended 10 feet north with the new wall face close to the end of the new pipe extension. The area south of the new perimeter wall is to be backfilled. Refer to the plan set included with this RFP for detailed information. Bidders should be aware the site has access limitations. It is recommended that bidders visit the site prior to submitting a bid. Meetings to view the site can be arranged through Eric W. Nagowski, P.E. the Public Works Engineer. Contact via phone (+1 (555) 000-0000) or email (contact@example.gov). All meetings must be completed prior to the last day for questions indicated on the cover sheet of this invitation to bid.
